Usually I hook them on the chainstays, from inside to out (so that the hook is pointing away from the wheel. For various reasons, I'd hooked this one on the ears of the rack, with hooks pointing in (and the situation was aggravated by the fact that the rack is currently mounted on the inside of the seatstays).
Riding--nay, bouncing--down 61st, the combination of jostling, position of the hooks, and insufficient tension on the bungee (because there was about 2 inches less stretch than usual) had the hook catch a spoke.
Unfortunately, it wasn't as humorous as I'd have hoped: all of a sudden riding slower, coming to a halt, and being sprung backwards....
